The Puerto Rico Oversight, Management, and Economic Stability Act —P.R.O.M.E.S.A—is a U.S. federal law enacted in 2016 that established a fiscal control board to manage and oversee the finances of the government of Puerto Rico and consequently dictate its political affairs for an indefinite period of time. P.R.O.M.E.S.A. grants the members of the Fiscal Control Board the power to override the laws and Constitution of Puerto Rico, and by virtue of Section 105, they cannot be held legally accountable for their actions taken as members of the Board.
